La Venta II Substation With IEC 61850 Solutions From SEL Now Energized

Pullman, WA — Schweitzer Engineering Laboratories, Inc. (SEL) announces Wind Park La Venta II, the world's first substation to implement multiple suppliers' IEC 61850 products, is successfully operating in Juchitán Oaxaca, Mexico.

IBERINCO Project Manager Daniel Lancha informed SEL of the successful energization of the substation, saying, "This is, without any doubt, a great advancement for the integration of control and protection systems, and for integration of the IEC 61850 international standard." He thanked SEL for its effort and commitment during the project execution.

SEL provided the majority of the relays and developed the system reporting to the SCADA system, station-level peer-to-peer communications, bay-control logic, panel design and construction, and the factory acceptance test. SEL also provided commissioning assistance and training as the substation construction progressed.

IBERINCO, the project's main contractor, did the overall project management, designed the bay-level reporting and control database, and defined peer-to-peer communications requirements.

IBERINCO and SEL met the first project milestone on July 20 when they successfully completed the factory acceptance test, demonstrating the complete protection and automation system to Comisión Federal de Electricidad (CFE) engineers. CFE and IBERINCO invited vendors offering IEC 61850 product compatibility to participate in the fully functional substation. Engineered to be a new design for an important substation, instead of a pilot project in a lab, La Venta II integrates devices from SEL, GE, RuggedCom, Siemens, and ZIV. The substation is the first to show IEC 61850 in action within protective relays from a wide variety of vendors and to prove interoperability among these devices. This project integrates 24 intelligent electronic devices produced from 9 unique product platforms provided by 7 different vendors.

After the successful factory acceptance test, CFE engineers commented on the ease of implementing IEC 61850 GOOSE in the system, saying, "I liked the configuration tool ACSELERATOR® Architect™ SEL-5032 Software. It makes the IEC 61850 GOOSE configuration very simple. This opens a lot of opportunities for us in order to protect the power system faster and in a more reliable way, not only inside the substation, but also between substations."
