NGCP Restores Power Transmission Services In Part Of Negros Occidental And Panay

Power grid operator NGCP implemented its blackout restoration procedures in the affected portions of the province of Negros Occidental and the sub-grid of Panay to immediately bring back electricity transmission services to customers on 6 September 2015.

Per initial investigation, the proximate cause of the interruptions was a reported lightning strike on the Mabinay- Kabankalan 138-kV lines in Negros Occidental, which tripped at 3:57PM.

This resulted in the isolation of a portion of Negros Occidental from the grid, and eventually affected the neighboring Panay Island.

NGCP’s Area Control Centers (ACCs) in the Visayas immediately performed restoration work, successfully energizing the affected line at 4:32 PM on the same day, or 35 minutes after the disturbance was monitored. NGCP completely restored the power situation in Panay and part of Negros Occidental at 9:22 PM on the same day, 6 September 2015.

“Lightning strikes and other acts of nature cannot be helped. NGCP, however, promises to minimize the inconvenience caused by these force majeure events by restoring our facilities at the soonest possible time. The prompt action of our dedicated line personnel and support staff make immediate restoration possible,” NGCP said.

To further uphold the security and reliability of the entire power grid, NGCP also implemented load curtailment to address the imbalance of power supply and demand in the affected areas. The load curtailment affected customers in the franchise areas of ILECO I, ILECO II, ILECO III, ANTECO, CAPELCO, and AKELCO.

NGCP commits to vigilantly monitor the grid for similar natural incidents that cause disturbance to the grid and vows to restore transmission services at the soonest possible time.
