ICC Approves ComEd Smart Meter Implementation Plan

The Illinois Commerce Commission recently approved with modifications a proposal by ComEd to implement a Smart Grid Advanced Metering Infrastructure Deployment Plan, a multi-million dollar plan to upgrade and modernize its electric delivery system during the next ten years.

The Commission had 60 days to review and approve or modify the plan in accordance with the terms in the Energy Infrastructure Modernization Act.

ComEd filed its Advanced Metering Infrastructure plan (AMI) April 23, 2012.  The Energy Infrastructure Modernization Act requires the plan to include a vision statement that includes:

  • Development of a cost-beneficial Smart Grid;
  • Description of how the utility will evaluate and prioritize technology choices that enhance a customer’s ability to use the system;
  • Schedule for deploying the system to all customers;
  • Milestones and metrics for measuring the success of AMI and consumer benefits; and
  • Preparation of consumer education information on the program.

The Commission found that ComEd’s plan met those conditions and was cost beneficial. The Commission made several modifications to the original plan including adopting a number of additional tracking measures, language reiterating current Commission rules that require a site visit prior to disconnection of a meter for non-payment, and ordering ComEd to work with the Smart Grid Advisory Council and other stakeholders to explore how to maximize adoption of dynamic pricing rates and the possible future consideration of a Time of Use rate offered by ComEd.

In a related matter the Commission denied a motion by ComEd to stay the order in this case, Docket 12-0298.
